POPS need friends: Neighborhood Associations, Business Improvement Districts, Community Boards, and people who live and work nearby should all “adopt” their local POPS.

Enforcement: DOB should not be policing POPS. DOB cares about life-safety: exits for people fleeing buildings, keeping cranes from falling, preventing structures from collapsing. They do not care about public space. The Parks Department cares about public space. DOT does as well. Lets see if one of those agencies can be charged with POPS enforcement.
